Hawaii Marriage Recognition Law Reciprocal Beneficiary:
A reciprocal beneficiary relationship is a legal partnership between two people who are
prohibited from marriage. Certain rights and benefits which are presently available only to
married couples are extended to the two individuals who enter into
a reciprocal beneficiary relationship.
International Commitment Ceremonies Registrar'
The ICCR provides commitment ceremonies registration services, which is
used to create a permanent historical record of one of the most important events in a
couples life. The ICCR registration form can be accessed, free of charge.

Civil Union License Process
Civil Union License Agents
  • Applying for a civil union license in Hawaii is easy
  • Hawaii has no residency or U.S. Citizenship requirements
  • Though proof of age is required
  • There is no waiting period or blood test required
  • The license is valid throughout the state for 30 days only
  • Valid upon issuance by an authorized civil union license agent
  • The civil union license can be purchased online by credit card
  • Or in cash before the civil union license agent, upon issuance

  • The prospective couple will first complete the official online civil union license application
  • Both applicants must appear together before an authorized civil union license agent; to review
    information and confirm identity (e.g. Driver’s license, Passport, etc.)
  • The agent gives the couple a "Civil Union License Worksheet"; to give to the officiant pre-ceremony
  • It is the responsibility of the officiant to register the civil union online with the State of Hawaii
    Department of Health, post-ceremony
  • A Temporary civil union certificate (valid for 90 days) is issued within days of registration and mailed to
    the couple by the officiant and, serves as prima facie evidence of the fact of civil union, until the official
    civil union certificate is secured
  • The official civil union certificate will be mailed to the couple by the State of Hawaii Department of
    Health-Honolulu Office, in approx. 60 to 120 days
